Product Certification for Russia
Many products must be certified before the importation to Russia. The certification process in Russia depends on the nature of goods themselves and their application in Russia. There are different certification systems in Russia. That means, that the goods should be certificated under different technical standards and regulations.
The certificate must be usually submitted when the customs formalities in Russia take place. Otherwise the import of the goods is impossible. But the certification however may be also requested during input of the products or during the quality control inspection.
The following certificates may be required when you import to Russia:
- Gost-R
- Certificate of Conformity
- Technical regulations
- Certificate of State registration
- Sanitary and epidemiologic certification
- Letter of rejection
- Alcohol substance report
- SOEX – Chamber of Commerce expertise
- Certificate of metrology
- Certificates of quality for flour, noodle and bakery products (not necessary for customs formalities)
- Input acceptance reports for machines and spare parts - Rostechnadzor (RTN) (not requested during customs formalities)

The certificates will be issued either for one delivery or several deliveries and may have different terms of validity (normally 1 to 3 years; TR-Certificate up to 5 years; state registration and some types of permits – without duration term).
The certification is based on the documents, experts reports made by the manufacturer. The term of process depends on the type of the product and the certificate itself, and may vary from two days to five months (most of the certificates meant for customs procedures, such as GOST-R, TR-certificate, certificate of conformity etc. are usually drawn up within 2-3 days; state registration certificate – 2-3 weeks; most of the permits require several months).

The certificate of metrology is requested for the importation of measuring devices, also such ones as manometers, into Russia. The certificate confirms that the devices correspond to the technical standards and regulations of the Russian Federation.
After the certification has been successfully completed , the device data will be put into the Register.
As with the GOST-R, there is a choice between the two types of certificates of metrology:
- Certification valid for one delivery
- Certification for the series, which is valid up to 5 years for the whole series of the devices.
The latter implies more costs and has validity for several deliveries to Russia.
Used machinery and equipment does not generally require certification.But during the customs formalities the used equipment must be assessed by SOEX expert. The following data is to be indicated in the certificate - residual value and book-keeping information.
